<p>When  guiding  children&#8217;s  conduct  we  need  to  grasp  that  galore  poor  behaviours  are  exhibited  in  children  because  of  a  lack  of  self  control.  Self  control  is  not  a  conduct  we  are  born  with,  rather  it  is  learnt  and  nurtured  over  our  early  learning  years.  I  believe  that  the  key  to  guiding  a  child&#8217;s  behaviours  into  long  term  positive  outcomes  comes  from  understanding  that  they  are  not  born  with  intrinsic  control  of  their  emotions  and  reactions,  and  an  understanding  that  we  need  to  foster  and  nurture  these  calibers  or  skills.</p>
<p>Let  me  illustrate  my  thoughts  on  this  point.  When  a  child  tantrums  and  hits  their  parent  in  a  buying goods  centre  because  they  are  not  permitted  to  ride  on  the  toy  car,  we  would  all  agree  that  their  conduct  is  not  appropriate.  However,  which  part  of  the  circumstance  is  genuinely  not  appropriate?  Now  imagine  yourself  walking  past  your  favourite  cafe,  watching  a  woman  sitting  for  a  moment  of  solitude,  half  way  through  a  steaming  cafe  latte  (you  may  alternate  with  your  own  preferent  choice!).  You  turn  to  your  buying goods  collaborator  to  ask  if  they  would  like  to  join  you  in  indulging,  and  they  say  &#8220;oh  no,  we  don&#8217;t  have  time  for  that,  I  want  to  show  you  this  new  jacket  I&#8217;ve  seen&#8221;.  You  sigh,  take  a  breathe  (to  capture  to  aroma  of  freshly  ground  beans)  and  follow  your  collaborator  to  give  your  opinion  on  the  jacket.</p>
<p>Your  original  reaction  to  the  circumstance  is  the  same  as  that  of  the  child  &#8220;Oh,  but  I  would  actually  love  to&#8230;&#8230;.&#8221;.  The  divergence  comes  in  the  capacity  to  control  the  basi  reaction  /  emotions.  The  conduct  of  hitting  and  tantrumming  to  express  emotion  is  not  acceptable,  the  brief  sigh  and  then  compliance  is  acceptable.</p>
<p>How  do  we  foster  self  control  in  children?  I  would  like  to  suggest  3  main  areas:</p>
<p><b>Modeling  Self  Control</b><br />
<br />Children  learn  through  watching.  A  ad  effort  showed  children  following  the  reactions  and  emotions  of  their  parents  with  the  catch  phrase  &#8220;Children  See,  Children  Do&#8221;.  How  may  we  suppose  children  to  be  constructing  control  over  their  emotions  and  to  display  suitable  behaviours  if  we  as  teachers  and  parents  are  not  doing  the  same.  If  we  slam  doors,  yell  at  the  driver  who  cut  us  off,  or  speak  to  colleagues  with  disrespect,  we  are  not  exhibiting  self  control  ourselves  and  we  need  to  receive  the  same  behaviours  in  the  children  watching  us.</p>
<p>Model  to  children  how  to  express  their  emotions  in  controlled  ways.  It  is  completely  suitable  to  explain  to  a  child  &#8220;Daddy  is  angry  at  the  moment,  I&#8217;m  going  for  a  run  to  run  all  the  angry  energy  out&#8221;;  or  &#8220;Lisa  is  very  tried  from  all  the  children  crying  and  all  the  nappies  she  had  to  change  today,  I&#8217;m  going  outside  for  a  minute  to  take  10  deep  breaths&#8221;.  You  will  be  amazed  to  see  how  speedily  children  will  mimic  these  strategies.</p>
<p><b>Behaviour  Management  Techniques  for  Self  Control</b><br />
<br />There  are  a lot of  varied  proficiencies  which  may  support  children&#8217;s  self  control.  Children  need  number of things from which only one can be chosen  to  express  their  emotions  in  controlled  ways.  In  my  child  care  centres  I  developed  an  &#8220;angry  chart&#8221;  where  children  could  choose  how  they  were  going  to  express  their  emotions.  In  the  throws  of  poor  behavior,  I  would  help  the  child  to  choose  from  one  of  the  following:</p>
<p>o	Count  to  10<br />
<br />o	Go  for  a  run<br />
<br />o	Have  a  hug<br />
<br />o	Punch  a  pillow<br />
<br />o	Do  an  &#8216;angry  drawing&#8217;  (expelling  their  energy  through  vigorous  drawing)<br />
<br />o	Blow  up  a  balloon  (again  expelling  energy)</p>
<p>Many  of  these  actually  become  an  number of things from which only one can be chosen  to  &#8220;Time  Out&#8221;  ,  which  is  a  much  debated  technique  in  child  care  centres.  Children  need  to  be  got rid of  from  the  heated  circumstance  in  order  to  gain  self  control.  The  concern  with  &#8216;time  out&#8217;  arose  when  children  were  seated  on  &#8216;time  out&#8217;  chairs  for  long  periods,  detached  from  the  rest  of  the  group  of  children.  The  above  proficiencies  keep  the  child  occupied  and  active,  whilst  still  removing  them  from  the  original  situation.</p>
<p>Considering  the  opening  illustration,  we  likewise  need  to  be  thinking  in front  of  situations  which  could  fetch  in regards to  poor  conduct  and  lack  of  self  control.  As  parents,  we  will  always  be  staged  with  ride  on  &#8220;thingys&#8221;  or  lolly  pops  at  eye  level  in  buying goods  centres.  Some  days,  we  will  need  to  concede  time  for  child  indulgences,  just  like  we  concede  ourselves  time  or  cash  for  a  coffee  indulgence.  Periodic  rewards  may  in truth  aid  us  to  be  more  controlled  at  times  when  we  can&#8217;t  indulge.  The  key  to  supporting  children&#8217;s  self  control  is  to  talk about  with  them  beforehand  what  the  expectation  of  <b>this</b>  buying goods  trip  is,  acknowledging  that  &#8220;yes,  it&#8217;s  sad  we  don&#8217;t  have  time  for  a  ride  today,  I&#8217;m  sad  too&#8221;&#8230;.  and  of  course  to  praise  children  when  they  make  even  the  smallest  accomplishment  in  aroused  self  control.</p>
<p><b>Games  and  Activities  which  Promote  Self  Control</b><br />
<br />Any  games  which  foster  a  child&#8217;s  attainments  in  listening  and  responding;  and  stopping  on  a  command  will  aid  their  self  control  in  behavior.</p>
<p>o	  &#8216;Stop  /  Go&#8217;  games  such  as  Musical  Statues  and  Red  Light,  Green  Light.<br />
<br />o	Musical  games  such  as  guessing  the  animal  noise  or  where  the  sound  is  coming  from;  or  listening  and  interpreting  music  through  movement<br />
<br />o	Relaxation  Activities  where  children  learn  the  achievements  of  relaxing  their  muscles  and  mind<br />
<br />o	Breathing  exercises  such  as  pretending  to  blow  up  a  balloon  (drawing  a  huge  breath  and  keeping  it,  and  them  expelling  air  in  short  bursts).  Teaching  children  how  to  draw  a  long  deep  breath  which  helps  more  oxygen  get  to  the  brain.<br />
<br />o	Waiting  games  where  children  need  to  either  wait  their  turn  or  wait  for  instruction.</p>
<p>The  key  to  fostering  self  control  in  conduct  is  to  grasp  that  children  are  not  born  with  a  natural  capacity  to  control  their  emotions.  Rather,  it  is  necessary  to  work  on  ways  to  foster  self  control,  which  will  in  turn  help  more  positive  conduct  outcomes.</p>

His mother was too sick to care for him and left him in a series of orphanages and institutions. Life in these orphanages was brutal, punishments were cruel, rules were strict, and Jennings was unable to do anything about it. He couldn&#8217;t rely on family and friends because they all abandoned him in times that he really needed them. A tattered stuffed dog was the only friend that stayed with him through it all and the only thing he could count on in his lost childhood.  This is the best book I have ever read. I couldn&#8217;t put it down. When it was time to go to sleep, I would get a flashlight and sit in the dark for hours and read this book.  I have never read a sadder story. The fact that this all happened to the author makes me realize just how lucky I actually am to have family, friends, home, and money. I really felt sorry for Jennings. He was a boy about my age who doesn&#8217;t have all that I have. The story was based on sadness, love, survival, family, and friends. I would recommend this to anyone of any age who likes a powerful, sad story or who wants to be moved and touched. My entire family has either read it or wants to read it.  Everyone I know that read it has felt the same way that I do about it.</p>

Peters<br />This is the story of Jennings Michael Burch and it is not an easy book to read.  It tells of a young boy&#8217;s determination to survive despite abandonment, physical abuse and humiliation after being left by his ailing mother at an orphanage.  He then experiences a variety of foster homes and some of these accounts will bring more than a single tear to your eye.
<p>During his stay at an orphanage, the Sisters would allow the children to choose a stuffed animal to take to bed with them at night as a source of comfort.  Goodness only knows, it was their only small comfort &#8211; every other aspect was a child&#8217;s worst nightmare!  However, in the wee hours of the morning before the children awoke, the animals would quickly be gathered up and locked away (caged) and this is the source of the book&#8217;s title. David&#8217;s only source of acceptance, love and understanding comes from &#8220;Doggie&#8221;, a tattered stuffed dog.  Your heart will cry for this little boy whose only desire is to please, be loved and be wanted.  The story does have a happy ending, if such stories ever really do. Despite all odds, Michael does survive, along with &#8220;Doggie&#8221;.  The hurt, rejection and loneliness felt as an abused child never disappear.  The wounds heal, the heart forgives, but the mind never forgets. Anyone who has experienced abuse as a child, whether it be physical, sexual, emotional or verbal, will be able to relate only too well to the story of little Jennings Michael Burch.  Often, reading the stories of other victims of abuse, help the adult survivor to realize they are not alone.  If you have never experienced abuse, you will count your blessings that you have never had to live each and every day in a world of constant fear and rejection.  &#8230;</p>

Petersen<br />I finished this book at one sitting because I could not put it down. It was one of the most touching stories I ever read. It tells the story of a little boy named Jennings. His mother has health problems, so he and his brothers spend much of their young lives in orphanages and foster homes. Jennings is seperated from his mom and his brothers, and sent to cold institutions that are often run by unfeeling administrators who dole out painful and humiliating punishments for small, insignificant offenses such as wetting the bed. He is lent out to foster homes where he is ignored, beaten, and otherwise mistreated. All this moving around causes him to fall behind in his schooling. Because of this, his fellow students and even his teachers mock and deride him, telling him he is stupid. What little time he does spend at home is disrupted by quarreling older brothers, a sick mother, a permanently hospitalized brother, a couple of drunken brothers, and a constant lack of money. And even with all he went through, he didn&#8217;t give up. The book is very well written, and will touch the heart of anyone who loves children. I think that everone should read this inspiring true story.</p>

<p>The  abolitionist  movement,  which  represented  the  earliest  days  of  the  American  Civil  Rights  Movement,  succeeded  in  each  northern  state  by  1804,  even though  there  were  still  at  least  a  dozen  &#8220;permanent  apprentices&#8221;  listed  in  the  1860  census.  Three  northern  organizations  advocating  this  reform  were  the  Society  of  Friends  (Quakers),  the  Pennsylvania  Antislavery  Society,  and  the  New  York  Manumission  Society.</p>
<p>This  latter  group  was  run  by  powerful  Federalists  John  Jay,  Alexander  Hamilton  and  Aaron  Burr.  The  Federalists  opposed  State&#8217;s  Rights,  arguing  for  federal  legislation  abolishing  slavery.  New  York  in the end  abolished  slavery,  gradually,  starting  in  1799,  making  this  the  biggest  emancipation  of  American  slaves  in  history  before  1863.  New  Jersey  was  the  last  northern  state  to  abolish  slavery,  in  1804.</p>
<p>The  Constitutional  Convention  of  1787  consorted  to  concede  the  federal  government  to  abolish  the  international  slave  trade,  and  by  that  time,  all  the  existent  states  but  Georgia  had  passed  laws  abolishing  or  gravely  limiting  the  slave  trade.  Georgia  at last  passed  similar  laws  in  1798  &#8211;  and  the  importation  of  slaves  into  the  USA  was  officially  abolished  on  New  Year&#8217;s  Day  in  1808.  This  was  a  major  move  in  the  direction  of  abolition.</p>
<p>However,  in  the  1830s,  the  Postmaster  General  refused  to  concede  the  U.S.  mails  to  deliver  abolition  pamphlets  to  the  South.  Northern  teachers  suspected  of  anti-slavery  &#8220;tendencies&#8221;  were  expelled  from  the  South,  and  abolitionist  creative writing of recognized artisti value  was  banned  in  those  states.  Southerners  were  claiming  that  incidents  like  John  Brown&#8217;s  undertake  at  Harper&#8217;s  Ferry  in  1859  to  start out  a  slave  uprising  was  proof  northerners  were  conspiring  versus  them  to  cause  war  through  slave  rebellions.</p>
<p>The  North,  plainly  put,  was  dead  set  versus  the  South&#8217;s  prevailing  complex mental states  with regards to  slavery.  Eric  Foner  once  stated:  &#8220;Northerners  came  to  view  slavery  as  the  very  antithesis  of  the  good  society,  as  well  as  a  threat  to  their  own  rudimentary  values  and  interests.&#8221;  However,  northern  conservatives  dire  the  migration  of  a  big  number  of  freemen  into  the  North,  as  they  tended  to  receive  lower  pay.  They  were  being  seen,  like  today&#8217;s  illegal  Mexican-American  workers,  as  &#8220;undercutting  prevailing  wages.&#8221;  It  was  dire  that  former  slaves  would  cause  deep  pay  cuts  for  all  American  workers,  peculiarly  white  ones.</p>
<p>In  spite  of  such  difficulties,  one  white  abolitionist,  Massachusetts&#8217;  Abby  Kelley  Foster,  became  an  &#8220;ultra,&#8221;  advocating  not  only  abolition  but  full  civil  rights  for  all  black  people.  An  agent  for  the  American  Anti-Slavery  Society,  Foster,  known  commonly  as  Abby  Kelley,  thought  that  free  slaves  must  colonize  the  new  African  nation  of  Liberia.  She  likewise  recruited  Susan  B.  Anthony  and  Lucy  Stone,  other  American  feminist  leaders,  to  the  early  Civil  Rights  Movement.  Kelley,  who  inspired  other  young  women  to  be  known  as  &#8220;Abby  Kelleyites,&#8221;  ofttimes  shared  her  platform  with  ex-slaves  &#8211;  in spite of  the  further and added  scorn  this  entailed.  &#8220;I  rejoice  to  be  identified  with  the  despised  people  of  color.  If  they  are  to  be  despised,  so  ought  their  advocates  to  be,&#8221;  was  one  of  her  widely known and esteemed  quotes.</p>
<p>Another  well-known  abolitionist  was  the  wizened  but  charming  black  woman  known  as  Sojourner  Truth.  Her  introductory  speaking  engagement  was  with  Abby  Kelley.  Truth  in the first place  had  the  Dutch  slave  name  Isabella  Baumfree,  but  changed  her  name  because  &#8220;the  Spirit  calls  me.&#8221;  She  wasn&#8217;t  much  for  the  white  man&#8217;s  religion,  though,  and  ofttimes  spoke  versus  slavery  and  the  mental  picture  of  black  women  being  &#8220;unladylike&#8221;  and  subhuman.  She  was  born  into  slavery  in  New  York,  enduring  usual  beatings  at  the  hands  of  her  white  pros  and  mistresses.</p>
<p>At  one  point  in  time,  she  was  on  one  of  her  a great deal of  &#8220;sojourns,&#8221;  or  journeys,  and  a  streetcar  run  by  a  white  male  conductor  wouldn&#8217;t  stop  to  pick  her  up,  refusing  her  as  a  passenger.  She  bravely  ran  along  the  track  and  leaped  into  the  path  of  the  streetcar,  gauging  the  distance  incisively  right,  making  the  conductor  stop  for  her.  Her  most  famous  speech  was  the  plainly  put,  &#8220;Ain&#8217;t  I  a  Woman?&#8221;  where  she  also  gave  us  the  following  quote,  revised  from  her  19th  century  dialect:</p>
<p>&#8220;If  the  basi  woman  God  ever  made  was  strong  sufficient  to  turn  the  world  upside  down  all  alone,  these  women  together  ought  to  be  capable  to  turn  it  back,  and  get  it  right  side  up  again!  And  now  they  is  asking  to  do  it.  The  men  better  let  them.&#8221;  Maybe  that  reference  is  where  Dr.  King  got  the  idea  of  making  &#8220;valleys  into  hills  and  hills  into  valleys,&#8221;  but  it&#8217;s  likewise  a  Biblical  reference.  I&#8217;ll  tell  you  a  bit  more  in regards to  the  roots  of  American  black  religious  faith  and  how  they  led  to  Dr.  King  being  a  minister  toward  the  end  of  this  section.</p>
<p>Anyway,  this  quote  from  Truth&#8217;s  ordinary  speech  was  spoken  at  the  Ohio  Women&#8217;s  Rights  Convention,  and  her  recurrent  theme  was  probably  based  on  an  incident  where  a  heckler  in  the  audience  had  called  her  a  man.  She  proudly  opened  her  blouse,  revealing  her  breasts,  a  specifically  bold  move  on  her  part  which  likely  led  to  &#8220;Ain&#8217;t  I  a  Woman?&#8221;  I  guess  even  your  oppositions  may  aid  you  be  productive,  as  in  the  case  in  1960&#8242;s  Birmingham,  where  local  black  civil  rights  leaders  said  that  Police  Commissioner  &#8220;Bull&#8221;  O&#8217;Connor  and  his  violent  anti-black  tactics  were  &#8220;helping  the  Movement,&#8221;  due  to  all  the  media  attention  they  were  getting  at  the  time.</p>
<p>The  Catholic  faith  doesn&#8217;t  tend  to  exalt  the  poor  and  their  elevation,  which  is  the  popular  black  meaning  of  &#8220;turning  things  around,&#8221;  as  much  as  the  black  version  of  Protestantism  does.  That  may  explain  the  popular  Catholic  lack  of  sympathy  for  Dr.  Martin  Luther  King,  Jr.&#8217;s  programs  at  first.  Dr.  King  was  the  presumed  head  of  the  Civil  Rights  Movement  in  America  in  the  1960s.</p>
<p>But  for  Catholics,  there  was  plentiful  praise  of  Jesus&#8217;  faith  in  the  resurrection  of  the  spirit  and  his  attendant  faith  in  the  spirituality  of  all  people.  Blacks  at  the  time  of  slavery  and  in  much  later  American  history  continued  a  tendency  toward  religion  that  influenced  their  culture  and  entire  way  of  doctrine  and  thought  immeasurably,  but  Truth  was  probably  spiritually-oriented.</p>
<p>She  didn&#8217;t  like  white  men  much,  or  their  male-oriented  religions.  She  coordinated  white  and  black  feminists  similar  to  oppose  slavery  through  abolition,  but  that  and  colonizing  Liberia  were  not  the  only  actions  taken  versus  slavery.  Also,  allround  American  history,  there  have  been  movements  to  try  the  return  of  African-Americans  to  the  Motherland.</p>
<p>Through  the  1820s  and  1830s,  the  American  Colonization  Society  (ACS)  kept  proposing  to  stop  slavery  by  returning  to  Africa,  a  motion  which  was  broadly  supported  by  both  whites  and  blacks.  They  saw  it  as  a  preferable  substitute  to  emancipation,  and  Black  Nationalist  pioneer  Marcus  Garvey  would  also  start out  a  similar  movement.  He  founded  the  Universal  Negro  Improvement  Association  (UNIA)  in  1914,  opening  a  branch  in  Harlem,  New  York  in  1916.</p>
<p>The  UNIA  was  intended  &#8220;to  advertize  the  spirit  of  race  pride,&#8221;  and  was  an  try  to  cause  global  unity  among  all  black  people,  establishing  the  greatness  of  their  African  heritage.  Garvey  appealed  to  the  black  lower  classes  and  rejected  any  ideals  or  notions  of  racial  integration.  He  was  sure  that  blacks  could  not  secure  their  rights  in  countries  like  the  USA,  where  they  were  a  racial  minority  group,  so  he  started out  a  &#8220;back  to  Africa&#8221;  movement,  and  he  was  considered  the  most  influential  black  leader  of  the  early  1920s.</p>
<p>However,  in  the  early  1800s  there  was  a  series  of  little  attempts  to  plant  settlements  on  the  coast  of  West  Africa,  where  most  of  the  slaves  had  been  in the first place  captured,  and  the  colony  of  Liberia  was  established  circa  1821-1822.  In  the  next  four  decades,  thousands  of  American  former  slaves  settled  there.  They  declared  independence  in  1847,  even though  not  galore  had  pulled through  the  move,  as  they  had  succumbed  to  local  diseases.  The  abolition  motion  caused  support  for  the  colony  to  fade  quickly,  but  the  new  Liberians  ruled  their  country  until  the  bloody  military  coup  of  1980  by  army  personnel  who  assassinated  President  William  R.  Tolbert.</p>
<p>Therefore,  due  to  the  lack  of  effective  other  methods  for  handling  this  major  American  issue,  the  work  of  the  abolitionists  is  what  at last  managed  to  help  end  slavery.  However,  in  spite  of  multiple  attempts  on  the  constituents  of  many,  it  took  just  with regards to  for a limitless time  to  get  the  South  to  agree  on  this.  Their  intense  stubbornness  is  what  led  to  the  continuing  hatred  and  racism  ongoing  allround  1960&#8242;s  Birmingham,  leading  to  the  tragic  deaths  of  a great deal of  black  children  and  the  uninterrupted  bombings  of  dozens  of  peaceful  citizens&#8217;  homes.</p>

There are 4 books in this series, she is on the 3rd one and has loved each one. She is in first grade and had no trouble reading or understanding the books, so I think the age range given here (9 to 12) is a little misleading, The plot is very straighforward, which is why she is able to read them. We recently got a puppy (she wanted a kitten, but her dad is allergic) and she&#8217;s learned alot about puppies, how to care for them and why they do what they do, so even though this isn&#8217;t great literature it&#8217;s helpful in that regard. One odd think that she had noticed &#8211; the main characters have a baby brother who is 3 &#8211; but can&#8217;t talk and crawls around on the floor &#8211; her brother is 3 and he&#8217;s certainly not like that. I don&#8217;t know if the author just doesn&#8217;t know about small children or the child has some disability that the book doesn&#8217;t talk about, but my daughter always brings it up as &#8220;weird.&#8221;</p>

<p>I also liked the step-by-step approach. In addition to making the whole thing easier and less overwhelming, breaking the process down like this, really helped us understand how international adoption works and what government agencies oversaw each part of the process. We could also really track our progress.
<p>The book was also very helpful to us in researching and choosing the right agency and the right country.
<p>I&#8217;d definitely recommend this book to anyone even considering the possibility of international adoption.</p>

It guided me through the very detailed, step-by-step process.  From finding an agency, initial paperwork, finances, social worker visits, the actual trip and first amazing meeting with your child, to issues once back &#8211; such as potential health problems, cultural issues, readopting and adjusting to life as a new family. Sample forms and documents were extremely valuable. I found this more current than other sources available. Also addressed adopting as a single-parent, which was encouraging!  I had the opportunity to hear the authors speak in person, and was impressed not only with their first hand experience in adopting and raising their own children, but with their keen knowledge of international politics, and their passion and commitment to guiding others to build their family through foreign adoption. They have a wealth of experience running their own adoption agency, and clearly remain on the cutting edge when it comes to the most current information regarding international adoption. (I now have a beautiful, happy, healthy daughter whom I adopted from China.) This book is a must read for anyone considering the complicated (but ultimately wonderful) experience of adopting a child from a foreign country!</p>

<p>Its  finish  legal  name  is  <em>The  Hague  Convention  on  Protection  of  Children  and  Co-operation  in  Respect  of  Intercountry  Adoption</em>.</p>
<p><u>The  Hague</u>  is  a  city  in  the  Netherlands.  It  is  home  to  the  International  Court  and  is  one  of  the  three  United  Nation  Cities;  Geneva  Switzerland  and  New  York  City  being  the  other  two.</p>
<p><u>A  Convention</u>  &#8211;  in  this  usage  &#8211;  is  a  treaty  or  an  agreement  among  like-minded  people.</p>
<p><strong>History</strong></p>
<p>During  the  &#8217;80s,  UNICEF  promoted  the  faith  that  global  adoption  was  &#8220;creating  severe  and  complex  humane  and  legal  difficultnesses  and  the  absence  of  existent  domestic  and  international  legal  instruments  conveyed  the  need  for  a  multilateral  approach.&#8221;  In  1989,  UNICEF  started out  work  on  the  Convention.  It  was  approved  by  the  UN  in  May  1993.  President  Clinton  signed  it  in  1994.  Congress  ratified  it  in  2000  and  the  law  (Intercountry  Adoption  Act  of  2000)  implementing  it  went  into  effect  in  April  2008.</p>
<p><strong>Overview</strong></p>
<p>When  an  adoption  occurs  amidst  two  countries  who  have  ratified  and  implementing  the  mandates  of  the  Convention  (I  call  those  Convention  countries),  they  will have to  adhered  to  the  Convention  in  accord  with  the  laws  of  the  respective  countries.  A  major  vantage  of  a  Convention  country  is  that  it  can not  change  the  adoption  procedures  at  will  like  a  non-Convention  country.  For  that  aspect  alone,  I  wish  the  Convention  had  been  in  place  when  we  adopted  my  daughter  from  Guatemala  in  2002.</p>
<p>The  Convention  does  not  prevent  adoptions  amidst  the  86  Convention  countries  (Vietnam  ratified  the  Convention  last  week  and  it  will  go  into  effect  on  2/1/12)  and  non-Convention  countries.  Non-Convention  countries  Ethiopia,  Russia  South  Korea,  and  Ukraine  accounted  for  44%  of  2010  adoptions.  Convention  country  China  accounted  for  31%  of  the  adoption.  These  five  countries  sent  75%  of  the  children  in  2010.</p>
<p>The  Convention  requires  the  creation  of  a  central  adoption  authority  in  each  Convention  country.  For  the  US,  the  Office  of  Children&#8217;s  Issues  in  the  Bureau  of  Consular  Affairs  at  the  U.S.  Department  of  State  is  our  central  authority.  It  is  run  by  Ambassador  Susan  Jacobs.</p>
<p>Guatemala  and  Cambodia  are  distinguishable  Convention  countries  in  kinship  to  the  US.  Neither  have  convinced  our  central  authority  that  they  are  implementing  the  mandates  of  the  Convention.  For  that  reason,  adoptions  cannot  take place  amidst  the  US  and  those  countries.</p>
<p><strong>Convention  Text</strong></p>
<p>The  rest  of  this  article  is  my  commentary  on  the  Convention.</p>
<p><em>Preamble</em></p>
<p>
<blockquote>Recognizing  that  the  child,  for  the  full  and  harmonious  development  of  his  or  her  personality,  will have to  grow  up  in  a  family  environment,  in  an  atmosphere  of  happiness,  love  and  understanding</p></blockquote>
<p>Nothing  is  more  indispensable  for  a  well-formed  humane  child  than  growing  up  in  this  type  of  family.</p>
<p>
<blockquote>Recalling  that  each  State  must  take,  as  a  matter  of  priority,  suitable  measures  to  enable  the  child  to  stay  in  the  care  of  his  or  her  family  of  origin</p></blockquote>
<p>There  is  no  doubt  that  we  fabricate  our  identity  by  our  family-of-origin.  In  a  perfective  world,  a  child  whose  parent  may  no  longer  parent  would  be  raised  by  extended  family.</p>
<p>
<blockquote>Recognizing  that  intercountry  adoption  may  offer  the  vantage  of  a  permanent  family  to  a  child  for  whom  a  suitable  family  can not  be  found  in  his  or  her  State  of  origin</p></blockquote>
<p>In  addition  to  a  family,  we  gain  identity  from  our  country-of-origin.  Again,  in  a  perfective  world,  it  is  better  for  a  child  to  grow  up  in  their  country  of  birth.  As  we  will  see  later,  the  Convention  demands  that  each  venture  ought to  be  made  to  find  a  home  for  the  child  in  the  sending  country  before  make  them  available  for  international  adoption.</p>
<p>
<blockquote>Convinced  of  the  requirement  to  take  measures  to  make sure  that  intercountry  adoptions  are  made  in  the  best  interests  of  the  child  and  with  respect  for  his  or  her  rudimentary  rights,  and  to  prevent  the  abduction,  the  sale  of,  or  traffic  in  children</p></blockquote>
<p>These  are  the  basic  tenets  of  the  Convention.  I  altogether  agree  these  are  necessary  issues.  Every  human-from  conception  till  natural  death-is  entitled  to  rudimentary  rights.  The  countries  of  the  world  must  do  all  they  may  to  prevent  crimes  versus  children  such  as  those  listed.</p>
<p><strong>What  the  Adoption  Process  Needs  is  Another  Bureaucracy</strong></p>
<p>Javier  Pascual  Salcedo  understood  global  adoption  when  he  said,  &#8220;Bureaucracy  is  the  art  of  making  the  possible  impossible&#8221;.</p>
<p>As  if  there  are  not  sufficient  organizations  in  global  adoption  telling  us  to  cross  &#8220;t&#8221;s  and  dot  lower  case  &#8220;j&#8217;s,  the  Convention  demands  each  country  establish  a  Central  Adoption  Authority.  The  Central  Authorities  have  the  obligation  of  implementing  the  Convention  within  the  laws  of  their  countries.  They  ought to  also  work  with  the  Central  Authorities  in  the  other  countries  to  facilitate  the  adoptions  amidst  the  countries.</p>
<p>The  Convention  lists  the  reports  and  records  that  must  be  created,  filed,  and  maintained  with  the  Permanent  Bureau  of  the  Hague  Conference  on  Private  International  Law  in  The  Hague.  Another  role  of  the  Central  Authority  is  to  develop  (or  appoint)  another  agency  to  accredit  adoption  agencies.  Title  II  of  the  Intercountry  Adoption  Act  of  2000  describes  how  this  is  be  done  in  the  US.</p>
<p>Our  Central  Authority  (the  Office  of  Children&#8217;s  Issues  within  the  State  Department)  has  indicated  the  Council  on  Accreditation  and  the  State  of  Colorado  Department  of  Human  Services  as  the  corroboration  bodies.  These  two  bodies  are  responsible  for  ensuring  American  adoption  agencies  meet  the  standards  of  the  Convention.  If  adopting  from  a  Convention  country,  you  ought to  use  an  accredited  or  approve  agency.</p>
<p>To  support  keep  the  Socialists  who  wrote  the  Convention  happy,  in  the  US  we  <em>accredit</em>  not-for-profit  agencies  and  <em>approve</em>  for-profit  agencies.  They  both  meet  the  same  standards;  they  just  have  dissimilar  designations.</p>
<p>The  Central  Authority  provides  a  list  of  all  an  accredited  and  approved  agencies  to  all  Convention  countries.  Those  countries  do  the  same  for  the  US.  This  ensures  the  agencies  in  both  countries  following  the  same  standards.  If  adopting  from  a  non-Convention  countries,  there  is  no  requisite  to  use  a  specific  agency.</p>
<p><strong>On  Financial  Gain  </strong></p>
<p>There  are  dirtballs  out  there  that  buy  and  trade  children  to  place  them  for  adoption.  This  is  one  of  the  primary  reasons  the  Convention  came  into  place.  Anyone  who  does  this  to  children  ought to  be  have  cola  poured  over  them  and  they  strung  up  by  their  most  sensible  body  elements  over  one  hundred  hives  of  honey  bees.</p>
<p>This  is  when  the  free-market,  capitalist  side  of  me  takes  the  keyboard.  The  anti-western  Socialists  who  helped  write  the  Convention  jumped  on  this  crime  versus  children  like  a  good  bureaucrat  and  over-reacted.  They  wrote  the  Convention  with  an  underlying  theme  that  net profit  is  evil.</p>
<p>For  example,  according  to  Article  8  the  &#8220;Central  Authorities  shall  take,  directly  or  through  public  authorities,  all  suitable  measures  to  prevent  improper  financial  or  other  gain  in  connection  with  an  adoption&#8230;&#8221;.</p>
<p>Article  32  gives  more  details:  &#8220;No  one  shall  derive  improper  financial  or  other  gain  from  an  action  affiliated  to  an  intercountry  adoption.  Only  costs  and  expenses,  including  reasonable  professional  fees  of  people  involved  in  the  adoption,  may  be  charged  or  paid.  The  directors,  administrators  and  workers  of  bodies  [adoption  professionals]  involved  in  an  adoption  shall  not  receive  remuneration  which  is  unreasonably  high  in  relation  to  services  rendered.&#8221;</p>
<p>Since  Intercountry  Adoption  Act  of  200  does  not  define  improper  gain,  the  definition  falls  to  the  Secretary  of  State  to  make  that  determination.  The  market  determines  what  is  proper  profit.  The  last  thing  we  need  is  government  interference  in  setting  prices  or  compensation  of  adoption  professionals.</p>
<p><strong>Who  Can  Be  Placed  for  Adoption</strong></p>
<p>Article  4  necessaries  are  similar  to  the  necessaries  of  some  American  states  concerning  adoption:</p>
<p>
<ul>
<li>everything  ought to  be  in  writing</li>
<li>if  the  child  is  of  the  age  of  reason  the  wishes  of  the  child  ought to  be  considered</li>
<li>the  birthparents  must  be  altogether  informed  of  the  adoption  and  has  freely  given  their  consent  without  compensation</li>
<li>  the  child  cannot  be  placed  for  adoption  until  after  birth</li>
</ul>
<p>Article  5  describes  how  adoptive  parents  ought to  be  are  ready  and  capable  to  receive  the  adoptive  child.</p>
<p>There  is  a  clause  in  article  4  that  bothers  me:  Competent  authorities  (that  term  is  applied  allround  the  Convention)  in  the  sending  country  &#8220;have  determined,  after  future prospects or potentials  for  placement  of  the  child  within  the  State  of  origin  have  been  given  due  consideration,  that  an  intercountry  adoption  is  in  the  child&#8217;s  best  interests&#8221;.</p>
<p>To  me,  this  says  to  the  adoptive  child,  &#8220;You  know,  NOBODY  in  your  country-of-origin  wanted  you.&#8221;  43  children  were  adopted  from  the  US  in  2010.  That  means  in  the  country  that  adopts  more  children  from  other  countries,  amidst  the  310,000,000+  of  us,  we  could  not  find  a  home  for  43?  Something  is  defective  here.</p>
<p>Until  the  Central  Authority  in  the  sending  country  determines  a  child  entitled  for  global  adoption  (Article  4:  a-c)  and  the  Central  Authority  in  receiving  country  determines  the  eligibility  of  the  adoptive  parents  (Article  5:  a),  the  potential  child  and  potential  parents  can not  meet  (Article  29).  There  is  an  exception  for  rules  conventional  in  the  sending  country.  This  means  you  can not  go  to  a  Convention  country  on  a  mission  trip,  fall  in  love  with  an  orphan,  and  adopt  that  child.</p>
<p><strong>The  Hague  Convention  Process</strong></p>
<p>
<ul>
<li>American  potential  parent(s)  files  an  I-800A  with  the  USCIS  (United  States  Citizenship  and  Immigration  Services).</li>
<li>The  parent(s)  finish  a  homestudy  including  the  items  listed  in  Article  15.</li>
<li>When  parent(s)  meet  USCIS&#8217;  standards,  the  application  is  forwarded  to  the  Central  Authority  in  the  sending  country.</li>
<li>  When  a  child  is  determined  entitled  for  global  adoption  in  the  sending  country,  their  Central  Authority  prepares  a  report  on  the  child  according  to  Article  16  and  forwards  the  report  to  US.</li>
<li>Through  their  adoption  agency,  the  potential  parent(s)  receive  the  referral  of  the  child  according  to  Article  17.</li>
<li>Both  countries  work  through  their  processes  to  move  the  child  to  the  US.  Each  Central  Authority  is  required  to  keep  the  other  informed  of  the  status  through  the  procedure  (Article  20)  and  finish  the  procedure  as  expeditiously  as  possible  (Article  35).</li>
</ul>
<p><strong>Wrapping  It  Up</strong></p>
<p>I  am  no  legal  expert,  just  a  guy  with  views  and  a  passion  for  orphan  care  and  adoption.</p>

<p>Benji  was  the  name  of  a  canine  reputation  in  various  very  general  movies.  The  dogs  that  played  Benji  were  so  cute,  and  so  intelligent,  that  it&#8217;s  natural  for  a heap of  humans  to  want  to  own  a  dog  just  like  him.  &nbsp;</p>
<p>So  &#8211;  &nbsp;what  kind  of  dog  is  Benji,  anyway?&nbsp;</p>
<p>Unfortunately,  answering  that  question  is  not  as  easy  as  it  would  seem,  because  the  dogs  who  acted  out  the  part  in  the  movies  were  mutts.  The  initial  dog  that  played  the  reputation  of  Benji  was  named  Higgins.  His  trainer,  Frank  Inn,  found  him  at  a  dog  pound  in  Burbank,  California.&nbsp;</p>
<p>The  trainer  was  oftentimes  asked  what  kind  of  dog  it  was,  and  his  best  guess  was  a  cross  among  a  miniature  schnauzer,  a  miniature  poodle,  and  a  cocker  spaniel.  Let&#8217;s  call  him  a  &#8220;cockaschnoodle,&#8221;  just  for  fun.&nbsp;</p>
<p>Benji  wasn&#8217;t  the  only  percentage  that  Higgins  played.  He  was  likewise  a  regular  guest  on  the  TV  show  <em>Petticoat  Junction</em>,  which  was  usual  in  the  1960s.  Higgins&#8217;  basi  aspect  in  the  movies  was  in  1971  as  a  reputation  in  <em>Mooch  Goes  to  Hollywood</em>.  He  was  15  years  old  and  officially  &#8220;retired&#8221;  when  he  was  drafted  to  play  in  the  basi  Benji  movie.&nbsp;</p>
<p>Higgins&#8217;  daughter  then  took  up  the  role  and  played  the  share  of  Benji  in  movies  from  1977  to  1989.  She  looked  a  lot  like  Higgins,  except  her  fur  was  softer  and  fluffier,  and  she  had  a  white  patch  on  her  muzzle.  Because  she  begun  to  play  the  role  when  she  was  only  11  months  old,  she  was  called  &#8220;Benji&#8221;  both  in  real  life  and  in  the  movies.&nbsp;</p>
<p>When  the  role  was  reprised  for  the  movie  <em>Benji:  Off  the  Leash!</em>  In  2004,  another  shelter  dog  was  drafted  for  the  part.  A  nationwide  search  for  the  perfective  dog  took  three  months,  and  was  widely  reported  in  an  crusade  to  give hope or courage to  others  to  adopt  shelter  dogs.  Finally,  a  cross-bred  dog  that  looked  the  part  (and  was  easy  to  train)  was  found  at  the  Humane  Society  of  South  Mississippi  in  Gulfport.  &nbsp;&nbsp;</p>
<p>And  that  brings  us  back  to  our  basi  question  &#8211;  what  kind  of  dog  is  Benji?  And  the  answer  &#8211;  <em>all</em>  the  dogs  that  have  played  Benji  in  the  movies  have  been  mutts.  And  with  the  exception  of  Higgins&#8217;  daughter,  they&#8217;ve  all  been  adopted  from  an  animal  shelter,  where  a lot of  more  adorable,  trainable  and  devastatingly  cute  dogs  are  now  waiting  for  a  permanent  home.</p>

When the family goes to get their hair cut, Charles meets a puppy named Princess who needs a new home.  This sounds like a great idea until her previous owner comes to drop her off with &#8220;the list&#8221;.  You know, the list of instructions that one must follow in order to properly take care of this particular dog.  Sounds easy enough, until Charles realizes that these instructions are very detailed and Princess is so accustomed to things done her way that he must follow every step carefully or Princess is not happy.  This might be the most difficult dog yet to find a forever home for.</p>
<p>Everyone loves puppies and stories about children doing good for others.  This book combines the two and makes a great read for third through fifth graders.  It&#8217;s easy to get caught up in the story and laugh out as you read the crazy things one must do to care for the dog.  Matching tee shirts and bows?  Different dishes for different meals?  I don&#8217;t think I got that crazy for my kids when they were babies.  I think your young reader will definitely enjoy this series.</p>

<p>The  natural  environs  of  the  elephant  depends  on  the  type  of  elephant.    African  forest  elephants  quintessentially  roam  the  forests  while  African  savannah  elephants  roam  open  African  plains.    The  Asian  elephant  also  lives  in  forests.    Elephants  need  a  big  range  of  land  to  roam  so  that  they  may  find  sufficient  feed  and  water  to  survive. Elephants  eat  bark,  grasses,  twigs,  and  leaves  and  they  drop  seeds  in  their  dung,  making  them  act  as  gardeners  as  they  go  when it comes to  their  travels.</p>
<p><b>Elephant  Adaptations</b></p>
<p>The  elephant  has  assorted  adaptations  that  aid  it  survive  in  it is  natural  habitat.    To  stay  comfortable  in  the  heat,  an  elephant  may  flap  it is  ears  and  fabricate  a  cooling  effect.    The  huge  molars  in  the  elephant&#8217;s  mouth  are  employed  for  chewing  and  grinding  very  fibrous  plant  materials. Their  big  bodies  may  likewise  knock  down  little  trees  and  other  obstacles  so  that  littler  animals  may  get  through  to  find  food. Once  a  baby  elephant  is  born,  it  may  drink  it is  mother&#8217;s  milk  for  up  to  four  years  and  will  be  cared  for  by  every one  in  it is  herd.</p>
<p><b>Elephants  &amp;  Society  </b></p>
<p>Elephants  have  had  a  number  of  key  places  in  society.    Asian  elephants  have  been  used  as  work  animals  for  some  years  and  many times  haul  heavy  loads  from  one  place  to  another.    They  have  been  likewise  employed  as  a  method  of  transportation  in  Asian  and  African  countries.    Some  elephants  are  taken  out  of  Asia  and  Africa  to  travel  with  the  circus  and  provide  entertainment.    Still  others  are  employed  for  their  tusks  so  that  ivory  merchandise  may  be  made.    Other  members  of  society  have  revered  elephants  and  worked  to  protect  them  from  harm.</p>
